Based on the results of the questioning of internally displaced persons, representatives of local bodies and governmental institutions, non-governmental organizations and going from the review of the court decisions in the Kharkiv, Luhansk and Donetsk regions, the group of experts of the Project “Rights of refugees and internally displaced persons: European best practice and methods of implementation” have prepared a detailed report (PDF).

The methodology that was used in the research had been developed for the UNDP Project “Strengthening Capacities of the Ukrainian Parliament Commissioner for Human Rights Office” by the group of selected experts jointly created by the Council of Europe Project ”Strengthening the Human Rights Protection of Internally Displaced Persons in Ukraine”.
